Led by Colin Cavill and David Lang, our executive team is known for setting the standard in real estate.


Executive Team

Colin Cavill

W. Colin Cavill has over 25 years of success on two continents in leadership, operations and capital markets and with deep experience as an entrepreneur, real estate investor and developer, operator, and business owner.  An Australian native, Colin began his commercial real estate career in Brisbane.  Colin is very well known in the real estate industry for setting standards, an eye for detail, creativity, and driving results.  For over 15 years, Colin served as a Partner and broker for industrial assets with Colliers International where he specialized in complex investment sales, equity placement, and joint ventures.  During his tenure with Colliers, Colin completed over 370 transactions in 32 states and represented over $1.3 billion in volume.

Colin takes an active, hands-on approach to his work, from rezoning negotiations, site development, construction, leasing, operational support, and asset management.  He leads his current company, St. Clair Holdings, LLC (www.stclairholdings.com) with impeccable integrity and believes that the key to success is to build equity, trust, and life-long partnerships.  His repeat institutional partners include JP Morgan, Lubert-Adler, and Protective Life Insurance.

During the recession Colin showcased his talents by developing the first LEED GOLD-certified community in the Southeast:  Enso Atlanta (www.ensoatl.com).  Enso, a 325 unit midrise mixed-use development, was internationally recognized for its “green” initiatives.  The development was leased in record time as a result of Colin’s unique marketing plan. Colin has built an exceptional reputation as a principal along many product lines and has, most recently, been on the forefront on multifamily development on Atlanta’s Beltline – having completed several projects totaling over $100 million in value.

Colin is a 2010 graduate of the Urban Land Institute’s Regional Center for Leadership, a consortium designed to network leaders from the Atlanta business community who understand responsible land use and have a common goal of creating sustainable communities. Colin also co-founded GSAExchange.net, a marketplace and information exchange for the collective benefit of developers, investors, lenders, and owners of GSA-leased properties.

Colin holds a Bachelor of Business in Real Estate Valuation from the University of Queensland and the Australian designation of chartered surveyor, Australian Valuers and Land Economists, AVLE (Econ).  Colin has been a lifelong supporter of Children’s causes and serves in leadership roles for both The Empty Stocking Fund and Downtown Children Development Center.  Colin also serves on the Trust for Public Land Advisory Board and the national Sustainable Development Council for ULI.

David P LangDavid P. Lang, Managing Principal

With 27 years of experience, David Lang is an expert in value investing for the real estate industry. His primary investment philosophy is to risk the profit, but not the principle.

Prior to forming St Clair Holdings, David founded DPL Ventures in 2006, where he has been engaged as a consultant on various mixed-use land development projects valued in excess of $500 million. Since 2010, David has purchased and profitably sold a number of distressed multi-family properties, often acquiring control through note purchases from lenders.

From 1994 to 2005, David served as Executive Vice President for a private equity fund where he led acquisition efforts. In this role, he purchased over $750 million of office and multi-family properties.

From 1986 to 1994, David launched his real estate career as an investment analyst and broker at CBRE in Chicago, Illinois. In this role, he sold apartments, office and industrial buildings for institutions and private investors.

David holds a Masters of Business Administration from the Thunderbird School of Global Management and a Bachelor of Arts in International Relations from Michigan State University.


As Vice President of Operations, Larry Munn ensures that the business affairs of St. Clair Holdings perform to our high standards. Larry brings over 24 years of professional experience in operations – with demonstrated results in developing and continually optimizing the operating effectiveness of organizations.  His primary role is to ensure that St. Clair Holdings provides the highest quality service possible to its clients, partners, and investors. He achieves this through a relentless focus on our processes, accountability, detail, and communication.

Prior to joining St. Clair Holdings, Larry enjoyed an eight year tenure with Novare Group Holdings where he created and directed the Post-Closing Department, served as Vice President for Realty Operations, Sr. Vice President of Operations, and Chief Operating Officer for Novare Management. Earlier in his career, Larry held senior level operational roles on the campuses of The University of Alabama and Georgia State University.  Larry graduated from Clemson University and earned a Master’s Degree and PhD from The University of Alabama.




Division Leaders


Bob Mascaro

With 40 years of experience, Robert Mascaro is an expert in real estate acquisition and value creation. As President of St. Clair Apartments, a division of St Clair Holdings, Bob is responsible for transforming underperforming multifamily communities into high yield returns for investors.  He leverages his deep and expert industry knowledge to assess, acquire, and lead physical and operational strategies to restore these communities’ vibrancy and value.

Prior to joining St. Clair, Bob served as the VP of Acquisition for GFI Capital Resource where he led the acquisition of income producing properties in the Southeast.  In this role, Bob purchased over $500 million multifamily properties (5,670 units).  From 2003 to 2006, Bob served as CEO for Wilkinson Real Estate Advisors.  During his tenure with Wilkinson, Bob purchased over $100 million in multifamily assets totaling 2,700 units.  From 1996 to 2003 Bob was Senior Vice President at the Atlanta Housing Authority (AHA), where he oversaw the privatization of AHA’s housing portfolio.  During his stint with AHA, he established the agency’s acquisition group and secured its first replacement housing property.  From 1981 to 1996, Bob served as Regional VP of the Southeast office for Dain Corp, a real estate syndicator based in Minneapolis. Bob grew the portfolio to over $150 million (3,500 units).

Bob is a Certified Property Manager and licensed Real Estate Broker in Georgia.  He attended Penn State University, majoring in real estate and real estate law.


Andy FeinourAndy Feinour, President, Student Quarters

With more than 15 years of experience, Andy Feinour is an authority in student housing. As President of Student Quarters, a division of St Clair Holdings, Andy is responsible for generating high yield returns for investors by transforming underperforming, non-institutional units into prime, yet affordable, student housing. He leverages deep industry knowledge and consulting experience to assess, acquire, and improve properties, while keeping student needs in mind.

Prior to Student Quarters, Andy served as Senior Vice President at Carter & Associates, a leader in the development of student housing. In this role, he led the firm’s off campus student housing development efforts and has been instrumental in projects totaling over 2,300 beds throughout his career.

From 2001 to 2008, Andy served as Vice President at Holder Properties, where he completed 16 build-to-suit projects for clients across the Southeast. Prior to joining the firm, Andy spent 5 years with the Boston Consulting Group as a Project Leader in its Atlanta office focusing on the fields of business development, finance and strategy for public and private clients.

Andy holds an MBA from the Darden Graduate School of Business and a Bachelor of Science in Commerce from the McIntire School of Commerce, both at the University of Virginia.



As Chief Acquisition Officer of Student Quarters, a division of St Clair Holdings, Andrew Layton is responsible for leading the origination, underwriting, structuring and due diligence efforts involving both the acquisition and development of student housing assets for Student Quarters’ investors.

Andrew was most recently Director of Acquisitions for Kayne Anderson real estate private equity activities where he originated and structured transactions in excess of $1 billion involving both the acquisition and development of off-campus student housing assets for Kayne Anderson’s $136 million Fund I and $580 million Fund II. During his tenure, he spearheaded “pipeline” relationships with nationally recognized and industry leading developers, owner/operators, brokers, and property managers.

Prior to joining Kayne Anderson in 2008, Andrew was a vice president in the Acquisition Finance Group for ING Capital, LLC, where he originated and structured senior secured credit facilities. At ING, Andrew had also previously been solely responsible for the restructuring of a telecommunications debt portfolio and several non-performing real estate loans, and had managed capital market transactions for privately-held and publicly-traded real estate companies.

Andrew began his career in real estate investment banking and structured finance at BT Alex. Brown. Andrew earned a B.A. in Public Policy Studies and Political Science from Duke University in 1990, a J.D. from Georgetown University Law Center in 1993, and a M.B.A. from the University of Maryland in 1996.
